STP cost long mode

STP uses two methods for calculating link costs. Costs conforming to long mode have the following values:

Data rate	STP cost
4 Mbps	5000000
10 Mbps	2000000
16 Mbps	1250000
100 Mbps	200000
1 Gbps	20000
2 Gbps	10000
10 Gbps	2000
100 Gbps	200
1 Tbps	20

These values are based on the updated IEEE 802.1t standard.
