OSPF - LSA Refresh Time

The OSPF LSA refresh time is a predefined time of 30 minutes (1800 seconds) that is defined within the OSFP RFC as LSRefreshTime. This is the interval at which OSPF will flood an LSA to ensure the LSDB stays up to date. This value cannot be changed on a Cisco device, however some other vendors allow you to modify the default value.

The LSRefreshTime along with the MaxAge value are integral parts of the OSPF LSA and LSDB flooding process.
